Section 158 of the Local Government Act (LGA) 2002 requires that Bylaws made prior to the commencement of that Act are reviewed by 1 July 2008. Section 155 requires that Council consider the following:
- whether a bylaw is the most appropriate way to address issues and problems associated with delivering particular outcomes
- whether the current bylaw is the most appropriate form of the Bylaw
- that any proposed Bylaw is not inconsistent with the New Zealand Bill Of Rights Act (NZBORA) 1990
The General Bylaws and the Water Supply Bylaw have been reviewed and adopted accordingly. The revised General Bylaws took effect from 1 July 2008, and the Water Supply Bylaw took effect from 19 May 2008.
