Long Term Council Community Plan 2006/16

The key information in Volume 1 is as follows:

  • Community outcomes and priorities - what they are and what Council is doing about them
  • A changing community – a review of the district and where we are going, particularly the regional identity initiative
  • Details about important issues being addressed by the Council and Community Boards over the next ten years
  • Details of some items Council and the Community Boards have not included in the budgets but might if there is significant support from the community for the issues
  • Activities and outcomes - information about Council’s groups of activities and how performance will be measured
  • Service Management Plans for all Council’s activities detailing, for ten years: operating income, expenditure and rates take, capital expenditure, loans, depreciation, how each activity is funded, service levels
  • Governance issues
  • Significant risks and forecasting assumptions relating to the LTCCP
  • How the LTCCP fits into other local, regional, national and international policies and strategies
  • Forecast Financial Statements and other financial information, including: a statement explaining why Council is not adopting a balanced budget, funding impact statement in detail for 2004/05 and summary for ten years,
    fees and charges schedule

The key information in Volume 2 is:

  • the introduction of targeted rates for village caretakers
  • the intention to undertake the road sealing programme in year 1 of the LTCCP but fund over three years
  • regional identity to be part of the general rate
  • introduction of rates postponement fee and administration charge
  • changes to the remission for business development policy, raising the threshold from $400,000 to $2,000,000

The key information in Volume 3 is:

  • the water and sanitary services assessments
  • the solid waste management plan
  • the land transport programme
