Cromwell Endowment Land

Cromwell’s endowment land has been part of the town’s history for over 140 years. Established during the early development of the Cromwell Borough, the endowment has been managed and used in different ways as the town has grown and changed.

How the endowment began

Cromwell was established as a borough in 1866. Under the Municipal Corporations Act 1876, provision was made for land to be granted to boroughs as endowments to support their municipal finances.

In 1881, land was transferred from the Crown to the Mayor, Councillors and Burgesses of the Borough of Cromwell as a reserve for endowment for the municipality of Cromwell. The transfer was registered on 4 July 1881.

The Cromwell Borough archives include a detailed plan of the endowment dating from 1898, providing a record of the land held by the borough at that time.

A changing asset

Historical records from the early 1900s describe the Cromwell Borough as having nearly 1,000 acres of endowment land between Cromwell and Bannockburn.

Over the years, the land has been used and managed in different ways. This has included leasing land for agricultural purposes and considering opportunities associated with irrigation, farming and other forms of development.

The Borough also dealt with competing interests in the land, including mining, and made decisions about leases and how different areas of the endowment should be managed.

The history of the endowment reflects the changing needs and opportunities of Cromwell over time.

From Cromwell Borough to Central Otago District Council

Cromwell Borough was later incorporated into the wider Central Otago local government structure following local government reorganisation in 1989.

Central Otago District Council now manages the endowment land and continues to consider how the land can contribute to Cromwell's future.

The endowment includes a number of different parcels of land, with different current uses and potential future opportunities.

Planning for the future

The Cromwell Community Board initiated work on an investment strategy to provide a framework for decisions about Cromwell's endowment land. The Cromwell Endowment Land Investment Strategy was adopted by Council in July 2025.

The strategy provides guidance for the development and management of endowment land and is intended to support decision-making around opportunities such as housing, commercial and industrial development, infrastructure and other outcomes for Cromwell.

The strategy is designed to provide a framework that can be applied to different parcels of endowment land over time, and will be reviewed regularly.

Central Otago District Council manages Cromwell's endowment land and is working within an investment strategy to guide decisions about its future development and management.
