Community feedback shapes future of Manorburn Dam Recreation Reserve

The Vincent Community Board has taken another important step toward securing the future of the Manorburn Dam Recreation Reserve, following extensive public consultation on the draft Reserve Management Plan.

Located 3km outside Alexandra, the 77-hectare reserve is a valued community outdoor destination known for swimming, kayaking, walking, and its rare wetland ecosystem, home to endangered native species.

The draft plan outlines a clear path for managing the reserve, balancing recreation with ecological preservation, and honouring its cultural and historical significance - including its storied past as a hub for ice-skating and curling, and its connection to Central Otago’s gold mining heritage.

At its meeting on 29 April 2025, the Vincent Community Board reviewed 71 public submissions on the plan, with changes now being made ahead of final approval.

Feedback received during consultation from February to April 2025, highlighted the strong support for key proposals including the prohibition of four-wheel driving and freedom camping, with a clear community preference for low-impact, nature-based recreation.

Central Otago District Council Parks and Recreation Manager, Gordon Bailey said public input has played a crucial role in refining the plan.

“It is clear the community values the peaceful, natural character of the reserve. Activities like four-wheel driving and freedom camping were seen as inconsistent with that, and the revised plan reflects this. We’re not just preserving a recreational space - we’re protecting a rare ecosystem.”

Key decisions and updates include:

• Four-wheel driving and motocross will be prohibited - a decision widely supported by submitters to protect the reserve’s quiet character, reduce land damage, and align with its Reserves Act status.
• Freedom camping will not be permitted, following strong public concern about environmental impacts. Self-contained camping had some support, but full prohibition was recommended.
• Horse riding, while not initially included, will be explored further through the upcoming Development Plan in response to multiple requests from the equestrian community.
• Dog access remains unchanged for now, with many submitters asking for continued off-leash use; this will be reviewed as part of the 2025 Dog Control Policy update.
• Infrastructure improvements such as toilets may be considered in future if demand increases. Access for elderly and mobility-impaired visitors will also be considered in the next planning phase.
• New zoning will distinguish areas for recreation, ecological protection, and vegetation management, creating a clearer framework for use and conservation.

The Board acknowledged the role of community groups - particularly the Lower Manorburn Dam Working Group - in maintaining and protecting the reserve.

Vincent Community Board Chair, Jayden Cromb said the process has shown the importance of listening to the community.

“People care deeply about this space. The feedback we received has helped shape a thoughtful, practical plan that reflects local priorities and protects the area for future generations.”

Mr Cromb also thanked all who made submissions on the plan, and the four individuals who presented at the hearing. “Each brought a different perspective, but a common theme was ensuring the Reserve is used in a sustainable and safe way. We really appreciate everyone who took the time to have their say.”

The final plan will go to Council for adoption and will inform a future Development Plan covering signage, access improvements, and restoration projects.
