Cromwell Endowment Land Investment Strategy approved
An investment strategy that will guide decision making around Cromwell endowment land has been adopted by the Central Otago District Council.
The Cromwell Endowment Land Investment Strategy, which was presented to the Council today (Wednesday 30 July 2025), is designed to give guidance to the development and management of the proceeds of endowment land such as the Bannockburn Road subdivision.
The strategy was instigated by the Cromwell Community Board, with guiding principles that could be applied to other parcels of land in time.

At today’s meeting, the Council agreed to review the strategy in one year’s time, and then every three years to align with the local body election cycle. Given the importance of land sales to achieve a balanced budget for the 2025-34 Long-term Plan, a more regular review than the customary five-year cycle was considered prudent.
The document describes the strategy as bridging the gap between the Council’s Cromwell Masterplan and recognising the opportunity that endowment land holdings present for Cromwell. It provides a framework for decision-making on agreed principles that achieve desired outcomes for the town and wider area. These include housing, commercial and industrial developments, future infrastructure, while also ensuring that those things can be achieved without detracting from Cromwell as an attractive place to live. It also ensures transparency with the community on the approach to the developing land.
In addition to the recommendations in the report, Council staff were asked to include an appendix with maps of Cromwell endowment land and current capital values.
The strategy will be included in the policy and strategy register with the review dates as agreed. This strategy will inform the development of the 2027-37 Long-term Plan.
