Steering group appointed to guide new build
A Roxburgh Entertainment Centre project steering group has been appointed.
At the Teviot Valley Community Board (TVCB) meeting last week (Thursday 31 July 2025), four members nominated by the community board were approved: Sally Smith, Sarah Moore, David Weatherall and Alastair Monteath.
The board’s representative will be TVCB member Curtis Pannett, with the Central Otago District Council to nominate a member to the group.
The steering group was formed to represent the community’s aspirations in the rebuild of the entertainment centre destroyed by fire in February this year.

TVCB chair Norman Dalley congratulated the community for their enthusiasm as the rebuild project started to gather momentum.
“A big thankyou to everyone who expressed interest in being one of the community's representatives for this part of this exciting rebuild process. We were incredibly fortunate to have eleven well-suited and passionate people put their names forward.
"There will be plenty of opportunities to be involved with and/or have your input through the team at RECIP (Roxburgh Entertainment Centre Improvement and Promotions Incorporated) and other community groups. We invite all to participate in the next steps, and we look forward to keeping everyone informed. Input will be vital from a broad range of voices, including the band, school, and various other local organisations. RECIP, in particular, will have a significant role in the rebuild."
The project steering group will play a key advisory role in the planning and design stages, providing community insight on hall use, performing arts needs and helping shape the project alongside Council staff, architects, and contractors. They will also assist in reviewing design proposals and representing community feedback at key stages, particularly during procurement and design development.

At the meeting, Council staff gave an update of the insurance claim on the building. The Council’s insurers have accepted a claim for a total loss and appointed a loss adjustor to manage the claim.
An initial quantity survey to provide the price for a replacement building has been completed, to be reviewed the Council’s property team. Queries have been sent to the loss adjustor, and once a response has been received from the quantity surveyor, it is likely that the Council will instruct an independent quantity surveyor to complete a survey as a comparison to that carried out on behalf of the insurers: Then a figure will be agreed between Council and the insurers for the insurance payment for replacement, which will be used to guide the design. This will be a collaborative process between the steering group, community board, other stakeholders, and the Council.
The final step in the process will be the construction of the new entertainment centre, in a timeframe yet to be determined by the project steering group.
