​CODC makes submission on changing earthquake legislation

The Central Otago District Council (CODC) has made a submission in favour of proposed changes to the Building (Earthquake-prone Buildings) Amendment Bill. The proposal takes a risk-based approach to assess the risk and remediation of earthquake-prone buildings, with the potential to significantly reduce the cost for the district.

CODC own 15 earthquake-prone buildings, all of which are historic in nature – ranging from 50 to 158 years old. The submission detailed the level of community support for shared ownership of these buildings and the prohibitive cost of remediation under current legislative settings.

Mayor Tamah Alley supported a move to a risk-based approach, highlighting the importance of community safety when using Council buildings and facilities.

“A risk-based approach allows us to focus our resources where they are needed most, ensuring public safety while recognising the significant financial impact current settings have on small communities like ours. We are committed to protecting both our people and our heritage buildings in a way that is practical, proportionate, and sustainable,” Mayor Alley said.

Public submissions closed on 16 February 2026 ahead of a report due to the Transport and Infrastructure Select Committee later in the year.
