Plan Change 22: Plan Change 22 proposes to add a new Section 20 (LIGHT) to the Operative Central
Otago District Plan, introducing a new planning framework for the management of areas
mapped in the Plan as a Dark Sky Precinct (DSP). The proposed new chapter is
attached as Appendix 1 to the s32 evaluation and is not reproduced in full in this report.
The new chapter title and structure is consistent with the National Planning Standards.
The plan change also proposes to establish one DSP, centred around the town of
Naseby.
The proposed new DSP covers the Naseby township and nearby rural land within the
visual catchment of the town. There is a minimum buffer of 200m between the urban or
rural residential zoned parts of the township and the edge of the precinct.
The proposed new Section 20 introduces a new objective, policy and rules framework
which is intended to manage the generation of lightspill from activities occurring within
specific DSPs in order to preserve the character of the night sky. As proposed, this
section will relate only to the Naseby DSP.
